V70 high level brake light & number plate light!!

Hi - I have a 1999 V70 2.5 10v auto Estate with some strange electrical stuff going on. When the ignition/engine are on, the high level brake and number plate lights don't work! When the engine is off, I put my foot on the brake and the high level light comes on, also, the plate lights come on when you open the tailgate. Does anyone have any idea what this might be? Any advice would be appreciated. It's a fantastic car, but I'm worried about this with the MOT due in December. Thanks.

Broken/shorted wiring at or near the tailgate hinge. Usual spot is inside the car in the roof lining near the hinge.
